For years the Bureau for Private Postsecondary Vocational Education (BPPVE) was the regulatory body over private postsecondary schools. Its standards were designed to protect students from low quality or unstable training agencies. However, all authority for BPPVE certifications lapsed as of January 1, 2009.

In response, for the purpose of providing training funds directly to a Training Agency, the Employment Training Panel (ETP) has recognized I-TRAIN as a substitute for BPPVE certification. (See ETP Guidelines adopted January 23, 2009.)

I-TRAIN is already active throughout many regions of Southern California. Training Agencies in those regions may continue to apply for I-TRAIN review through their local Workforce Investment Board. Training Agencies outside the covered regions may apply directly to I-TRAIN. There is a flat fee for certification and a separate fee for re-certification every two years, payable directly to the South Bay Workforce Investment Board. (Additional fees may apply for travel, lodging, per diem, etc., as required).
